Adaptability as Management Strategy

The evidence of the effects of changes of climate patterns and of fishing on the ecosystems and in populations, as well as the need to consider the continuous processes of adaptation of populations and ecosystems’ reconfiguration; there is a clear need to adopt management strategies that respond to such dynamic process to maintain sustainability of fishing. The chapter shows two examples for the Campeche Bank, in the southern Gulf of Mexico, as an example where the importance of adopting this adaptability strategy on the pink shrimp fishery is shown. The collapse of the shrimp fishery was recognized in mid-1990s decade without signals of recovery, even when management recommendations, based on conventional approaches, were adopted. Fishers are evidently not conformed with results. The case of the red grouper fishery, a resource declared as overfished, is also shown. These fisheries are, historically, the most important ones on the Mexican coast of the Gulf of Mexico; the first, the pink shrimp, with a current abundance of 5% of that present in the 1960s. The red grouper abundance is, at present, around 35% of that reported in the 1980s. In both the cases, emphasis is placed on the effects of climate on population and ecosystem processes, where the trend of the change in the ecosystem organization has been evident. This perspective is contrasted with current management decisions and objectives.
